PCF Development (Pawtucket Central Falls Development Corporation) is a 501(c)(3) non-profit community development corporation established in 1990 as the Pawtucket Citizens Development Corporation. The organization was formed by a task force partnering with City of Pawtucket officials to address deteriorating housing conditions in local neighborhoods. After 35 years of operations, PCF Development has grown into a comprehensive housing and community development organization serving Pawtucket and Central Falls, Rhode Island. In 2014, the original organization merged with REACH to form the current Pawtucket Central Falls Development Corporation.
PCF Development offers three core services to residents: affordable rental housing on a rotating application basis, affordable homeownership opportunities sold at federal affordable rates, and comprehensive homebuyer education including financial literacy training and credit counseling. The organization has developed and managed over 100 homeownership units and numerous rental properties across both municipalities. Their HomeBuyer Education program serves over 100 families annually with pre-purchase assistance and financial preparation. All housing units are designated as affordable and targeted toward local families with greatest need.

PCF Development conducts community listening and acts on resident concerns to drive neighborhood revitalization. The organization has received multiple awards including Neighborhood Preservation Awards from the Preservation Society of Pawtucket and a Community Champion Award from Citizens Bank. Their portfolio includes specialized housing for vulnerable populations, such as Linden Tree Place with 11 units for homeless youth aging out of foster care, demonstrating commitment beyond standard affordable housing.
As a non-profit, PCF Development operates on a mission-driven model rather than profit maximization. However, as a housing developer and manager rather than a credit counseling agency, their financial literacy services are supplementary to their primary housing development work. Services appear limited to homebuyer preparation rather than comprehensive credit repair or ongoing financial counseling. Geographic service is restricted to Pawtucket and Central Falls only.
